New Delhi: A 25-year-old female doctor was found dead with her throat slit in Central Delhi’s Ranjit Nagar area on Tuesday.Police said they suspect the role of another doctor, who is also deceased’s neighbour, missing from his room after the incident. Police identified the deceased as Garima Mishra who is the native of Uttar Pradesh and had shifted to a rented accommodation in street number-2 in Ranjeet Nagar area. She was preparing for her Doctor of Medicine (MD) after completing her MBBS. Landlord’s son witnessed the horrific scene: Speaking to Millennium Post, landlord’s son Gautam Khurana said that at around 11:20 pm on Tuesday, the deceased’s cousin brother came to the house and told us that Garima is missing. “He was frightened. My mother told me to check the girl. I checked outside she was not there so I went up to the third floor where deceased was living,” said Gautam. He further said,”Cousin told me to broke the lock when I asked why, he said that Garima had to board a bus around 8 pm for her home town and she was not picking the phone.” Before breaking the lock, cousin checked through the window pane and told me that she was lying in the room and the fan was running. The lock was broken. “We saw that there was a pool of blood on the neck of Garima. I informed the police and later ambulance also came,” said Gautam adding that the cops took them to the police station for taking their statements. The deceased’s room was locked from inside. In January suspect and deceased took rooms on rent Gautam further revealed that the suspect was known to her. In January, both of them took separate rooms on rent. “After taking the possession of the room, the girl started living after 15 days. Both of them had worked in a Central Delhi’s hospital. “When we reach the third-floor, suspect’s roommate was available in his room,” said Gautam adding that they saw the suspect leaving the house in the evening. As if the Ohio State football team needed more motivation after suffering its first loss of the 2010 season against Wisconsin, its next opponent is a Purdue team that stunned the Buckeyes last season. “I think a lot of guys have had this one circled for a while now,” junior left tackle Mike Adams said. “At Ohio State, we never like to lose games.” Last season, a Boilermaker team that held a 1-5 record entering the game upset the Buckeyes, 26-18. Entering the game, OSU was ranked No. 7 in the nation. In the defeat, the Buckeyes committed nine penalties for 65 yards, compared to Purdue’s one penalty for five yards. For the second time since 2004, OSU had lost to a team that didn’t reach a BCS bowl game. “We didn’t play as well as we could,” junior linebacker Andrew Sweat told the media after Tuesday’s practice. “They played really well.” Adams said the coaches have been using last year’s loss as a motivational tool in hopes of preventing a second straight defeat. “They’re definitely reminding us. We got some posters up all over the place,” Adams said. “It’s something that they’re obviously going to do, and you know, we need to be aware, and we can’t let that happen again.” Sweat agreed that last year’s loss to Purdue motivates the Buckeyes but said neither team is the same as it was a year ago. “You remember it, but that just gives you motivation to do better this year,” Sweat said. “Ultimately, it’s a new year, and you just have to go out and fight.” Aside from avenging their loss to the Boilermakers, sophomore fullback Zach Boren said the Buckeyes are also motivated not to feel the sting of a loss for the second straight week. “It’s one of the worst feelings,” Boren said. “You’re kind of just sitting there in disbelief. You’re just like, ‘Wow, like, that just happened.’” OSU coach Jim Tressel said last year’s loss adds extra motivation for this year’s match-up, but he hopes his team gives the same kind of attention to each opponent on a weekly basis. “What you hope you have full attention of is what you have to do to get better, more so than it being Purdue,” Tressel said. Tressel also said he’s aware of the kind of attention the Buckeyes receive on a weekly basis. “We told our guys countless times that there are 10 teams that want one thing for sure, and that’s for Ohio State not to be the Big Ten champions,” Tressel said. “Now let’s see how you can handle it.” This year will be OSU’s chance to knock Purdue down from atop the Big Ten standings, just as the Boilermakers did to the Buckeyes a year ago. You think about the safety back and forth, and the economic side of things. Well, with some of those people coming down this way paying for gas and food, that is going to dictate how this thing will get paid for.” The Soldotna City Council approved an ordinance back in December that will ask the voters if the city should borrow $10 million in a bond to build a proposed field house and increase the city’s sales tax by a half percent to cover the debt service on the 10-year bond. Dillon: “I just think it’s something that is much needed, and it’s been on people’s mind for a long time, 15-20 years. I’m excited to see it come to a vote on March 5, and we will see where people want to go.” The proposal will go before the voters within the City of Soldotna on March 5.

Airtel Payments Bank Ltd, a subsidiary of telecom major Airtel, Wednesday launched its commercial operations with an offer to give a hefty 7.25 percent interest rate on savings account deposits.With rolling out a pilot of its banking services in Rajasthan, it became the first payments bank to go live. In a regulatory filing to Bombay Stock Exchange, the bank said over 10,000 retail outlets across the state would function as banking points for the new payment bank.To attract cheap deposits, the bank will give a hefty 7.25 percent to customers, making it one of the highest savings bank rate in the Indian banking system.Most public and private sector banks are offering 4 percent interest rate on deposits with a few private sector banks providing 6 percent on the same. Interestingly, interest rates on fixed deposits have also fallen near the range of 7 percent in recent months.The new payment bank plans to expand its merchant network in Rajasthan to 1,00,000 by December this year, it said.Commenting on the launch, Managing Director and Chief Executive Officer of Airtel Payments Bank, Shashi Arora said, “With this pilot, we have taken a big step towards the launch of our banking services and will be testing our operational readiness for full-scale launch across India.”In a bid to improve banking penetration in the country, Reserve Bank of India has issued licences to private firms for setting up payment banks. On August last year, the central bank issued licences to 11 entities including Airtel, FINO, Department of Post, Reliance Industries to set up payment banks.Payment banks will only accept deposits with no provision of giving out loans to clients. While it can open both savings and current accounts, credit card issuances are not allowed.
State Bank of India (SBI) shares were trading with gains of 1.58 percent at Rs 280 at around 1.19 pm on the BSE in response to the state-run lender posting 134 percent spike YoY in December quarter (Q3) standalone net profit to Rs 2,610 crore. The sharp increase was on account of higher other income and interest on deposits with the RBI and other lenders.Read: SBI may raise up to Rs 15,000 crore in next 18 months from capital markets, SBI Life IPOOther income rose 58 percent to Rs 9,662 crore on account of the bank selling 3.9 percent stake in its subsidiary SBI Life Insurance Company for Rs 1,755 crore. SBI’s holding as a result, now stands at 70.10 percent in the subsidiary. The bank’s gross non-performing assets (NPAs) and net NPAs stood at 7.23 percent and 4.24 percent, respectively, in Q3, marking an increase from 5.10 percent and 2.89 percent in the corresponding quarter last financial year. In the September quarter (Q2), the gross and net NPAs stood at 7.14 percent and 4.19 percent, respectively.Net interest income (NII) rose 7.69 percent to Rs 14,751 crore in Q3 as against Rs 13,697 crore in the year-ago period.Tota income was Rs 53,587 crore in Q3 as against Rs 46,731 crore in December 2015 quarter.SBI is the biggest lender in India and accounts for about a fourth of bank deposits and loans. Deposits spiked due to people returning the demonetised notes and stood at Rs 20,40,777 crore as of December 31, 2016 as against Rs 18,58,999 crore as of September 30, 2016.The BSE Sensex was trading 20 points higher at 28,349, led by Adani Ports, NTPC and TCS.

Crew chief Angel Negron gives me a tour of the G4 Hurricane Hunter by the National Oceanic and Atmospheric Administration.The jet is tasked with flying near a hurricane that has formed over the water and determining which way it is moving.“After this airplane started flying in 1997, it improved the track models by about 25 percent,” Negron says.James McFadden manages the hurricane program for NOAA’s Aircraft Operations Center.“We drop sondes around the hurricane and out in the environment away from the hurricane, looking for the steering currents that will drive the hurricane,” he explains.These devices are small tubes with instruments inside. As they glide down with a parachute, they send information, such as temperature, pressure and wind speed, back to the plane.Visitors at the Scholes airport in Galveston also get to tour a C-130 Air Force plane that actually flies through hurricanes. It delivers the sondes into the storm to determine its strength and potential.Steven Cooper, director of the National Weather Service southern region, says they do this awareness tour every year – alternating between the Gulf and the East Coast.“We bring the planes out because it’s a good thing to grab, a visual grabber,” he says. “We have typically, I think there are about 600 school kids that are coming through today.”Cooper says it’s important to get people thinking ahead of the hurricane season so they make preparations and don’t get complacent. It’s considered property wealthy and has to share money with property-poor school districts.It worried Superintendent Richard Carranza in the wake of the storm, when he roughly estimated the damage and manpower hours could cost HISD hundreds of millions of dollars.“This is important for us, that we look at the totality of what’s going to be flowing out, in terms of resources, for HISD and that we have that very structured conversation about how do we make the district whole, or at least somewhat whole,” Carranza said. Turns out wealthy districts like Houston can get a break on their bill after a natural disaster.Attorney David Thompson, who counsels school districts, said that they can apply some of the money owed to the state to disaster-related expenses that insurance or the Federal Emergency Management Agency won’t cover.“Frankly, it makes a lot of sense,” he said. “After a disaster, local property tax dollars that citizens are paying certainly should be used first to help recovery in their own community before simply being sent to Austin to be put in general revenue.”Thompson estimated Houston’s bill could be reduced by several million dollars. He added that the Texas Education Commissioner could also set up grant programs for districts that suffered damage from Harvey, but aren’t considered property wealthy. Share
WASHINGTON (AP) — A federal judge sided Monday with the District of Columbia in an ongoing dispute over the city’s strict gun law, agreeing that the city can continue to enforce it while a lawsuit proceeds.Judge Colleen Kollar-Kotelly denied a motion by opponents for a preliminary injunction halting enforcement of portions of the law. Opponents immediately said in a court filing that they are appealing the ruling to the U.S. Court of Appeals for the District of Columbia Circuit.Opponents of the law include city residents and the Bellevue, Washington-based Second Amendment Foundation. They object to portions of the law that require a person who wants to carry a concealed handgun outside their home to show he or she has a “good reason to fear injury to his or her person or property” or another “proper reason” for carrying the weapon. Reasons might include a personal threat, or a job that requires a person to carry or protect cash or valuables.Kollar-Kotelly said in her 31-page ruling that opponents had not shown that their lawsuit was likely to be successful, leading her to deny the request for a preliminary injunction. She also noted that appeals courts in other parts of the country had approved of laws in New York, New Jersey and Maryland that are similar to the District of Columbia’s.Kollar-Kotelly’s ruling follows a lengthy legal back-and-forth in the case already. Opponents were initially granted a preliminary injunction by another judge in May 2015. That ruling was appealed, and the appeals court ruled late last year that the judge didn’t have the authority to decide the case. Kollar-Kotelly was then assigned to the case.Alan Gottlieb, the founder of the Second Amendment Foundation, said in a telephone interview that the ruling was what they had expected from Kollar-Kotelly but that he appreciated that she made a quick ruling so that it could be appealed. Gottlieb said opponents look forward to ultimately winning their case.District of Columbia Attorney General Karl A.
